You can't find anything that resembles what you are seeing because you aren't going to find a low angle, partially occluded view that utilizes a low angle lighting from a different direction from a distance, comparative beastiary. In other words, you have a less than adequate image with tricky features for trying to make the ID.

Our buzzards do not have hair on their heads. They resemble Vulchers more than really big crow like birds. Also the heads are super tiny with a huge body. This creature is to small of body with to big of a head. Also, the beak, or nose, is too wide for a buzzard.Why not a buzzard? It is the right size.

Thats a really good idea. Ill try that out.Put the pic in in PS and play with contrast and white balance to see what it is.
